Dr. David Carmouche joined Ochsner with 19 years of progressive healthcare leadership experience in medicine and operations. In addition to his role as Executive Vice President, Value-based Care and Network Operations, Dr. Carmouche oversees the Primary Care and Urgent Care/Occupational Health service lines and all population health programs as the Senior Vice President of Community Care for Ochsner Medical Center -- Jefferson Highway. In his complex and evolving role, David will continue to focus on risk-based and value-based care delivery models that achieve breakthrough operational results while also helping patients get the right access to the right care so they can stay healthy in a financially responsible way.
As President of OHN across 34 hospitals and 2,700 physicians, David has overseen the maturation of population health strategies for the organization, expanded its influence with payors, and driven financial success under value-based agreements. In addition, under his leadership the Ochsner Accountable Care Network has developed into one of the nation’s top 25 performing (out of 500) accountable care organizations.
Through
his work leading Ochsner’s Community Care initiatives, the past two years in
collaboration with Dr. Pedro Cazabon and Sarah Roberts, Primary Care and Urgent
Care have continued to expand with important improvements in ambulatory quality
and an evolution of their care models and provider compensation plans. Finally,
David, in conjunction with the Employer team, has been instrumental in
developing strong direct-to-employer relationships resulting in important
products like Ochsner’s accountable care plan that delivers affordable,
coordinated and expanded access to care for Walmart employees across southeast
Louisiana.
David delivers unique leadership to the Ochsner team through his payor and integrated delivery network experience combined with a medical career as a practicing physician. Before joining Ochsner, Dr. Carmouche served as the Executive Vice President of External Operations and Chief Medical Officer at Blue Cross Blue Shield of Louisiana in Baton Rouge where he successfully led important initiatives designed to organize care, improve quality and increase affordability. Dr. Carmouche earned a Bachelor of Science in Biology from Tulane University, a Medical Degree from LSU-NO School of Medicine, and completed a Residency in Internal Medicine at the University of Alabama at Birmingham. He also completed the Executive Program for Managing Health Care Delivery at the Harvard Business School.
David currently serves as Board President of the Consortium for Southeastern Healthcare Quality and serves on the board of the Louisiana Healthcare Quality Forum, is a board advisor for New Orleans-based startup Ready Responders, and is a newly elected board member for the National Association of Accountable Care Organizations.
